Building a Panel

Each completed panel requires:
1 Left Flower
1 Right Flower
4 Medium Borders
2 Long Borders

The finishing border pieces depend on the placement of the long border:
If the long border is in the center of the panel, use 2 Small Borders.
If the long border is on one end of the panel, use 2 Corner Borders.
